The Lewisville 2035 vision plan serves as the City's comprehensive plan. A comprehensive plan is a city-wide plan that addresses the long-term growth of a City. A comprehensive plan includes a look at future growth and land use as the basis, but can also address a series of other topics based on a city's unique needs. In Texas, municipal comprehensive plans are regulated by Sec. 213.002 of the LOCAL GOVERNMENT CODE.

Comprehensive plans allow cities to plan ahead for the expected growth and needs of their community. They establish a blueprint for a city to use to make sure the provision of services and quality of life are maintained (or even enhanced!) in the face of growth. This allows the City to be proactive rather than reactive and guide growth in a way that best serves residents and the community as a whole.
No, it is important to know that a comprehensive plan is not regulatory. It is not a legally binding document or a zoning ordinance. It can, however, serve as a basis for the future creation or updating of regulations, ordinances, and zoning.
The vision plan is a reflection of the community's vision and values and is used as a tool for alignment, decision making and accountability. Below are ways the plan is intended to be used.

Implementation is an essential element of the any planning process that allows the City to take the recommendations from vision to reality. Ultimately, this is a city-adopted plan and the City is responsible for overall implementation.
Implementation of a comprehensive plan will look different for each City, but usually includes an action plan with timelines, prioritization and recommended responsible parties. Additionally, proposed metrics are included for the City to use to track and measure progress and show accountability to the community.

To help guide this important effort, a Steering Committee made up of engaged residents has been assembled. Over the next 18 months, committee members will participate in public meetings, contribute through focused subcommittees, reflect the diverse voices of the community, and serve as ambassadors for the planning process.
Freese and Nichols, Inc. serves as the prime consultant for this project and is an engineering, urban planning, and architecture firm servicing public sector clients for over 130 years.
RAYO Planning will lead the public engagement process focused on Lewisville's Latine and Hispanic communities. RAYO Planning helps communities create more equitable places by fighting for environmental, housing, and economic justice.

Translation services available: During the event, attendees can use their smartphones to translate English to Spanish and vice versa using the translation app Interpify. Attendees interested in this service should bring their smartphones and personal headphones.

Community-wide vision workshop events will be held with each work phase, for a total of four workshops over the project's life. The dates and locations have been set, and the times are preliminarily 5-8 p.m. for all workshops. Please save the date for these important community-wide conversations! Additional details will be available when we get closer to each event.
To gather meaningful feedback, the City of Lewisville created the “What’s Next Workbook” as part of the Lewisville 2035 vision plan, which will guide the community’s vision for the next decade. This workbook will be updated throughout each phase of the planning process to reflect ongoing input and insights.
