Project Overview

What is a Comprehensive Plan and Why Does It Matter?

The City of Tyler is starting a new Comprehensive Plan—a strategic roadmap for the City’s growth over the next 20 years. This plan will update the Tyler 1st Comprehensive Plan from 2007 and related area plans. A comprehensive plan outlines community goals for land use, housing, economic development, transportation, infrastructure and more. It helps City leaders make informed decisions that align with the community’s values. Why do we do it? Planning today prepares us for tomorrow by ensuring quality development and maintaining vital infrastructure. Our goal is to create a shared vision for Tyler that supports smart growth and embraces new opportunities.

As the planning process progresses, we will offer meetings and surveys for residents to share their input.

Project Timeline

Timeline item 1 - complete

Project Initiation (Winter 2024/2025)

The project team met to understand the project better, coordinate with City leaders, and plan how to involve the public. We created this website to provide important information and documents, and we will update it throughout the project.
Timeline item 2 - complete

Plan Visioning & Guiding Principles (Spring and Summer 2025)

We will focus on gathering the community's vision. We will collect input, ideas, feedback, and collaboration from community members to create the guiding principles for the Plan. We will also produce a summary of community engagement and update it as more engagement efforts occur throughout the project.

Timeline item 3 - complete

Developing the Plan (Summer-Fall 2025)

We will focus on the Plan's main topics, including land use, housing, infrastructure, public facilities, economic development, and transportation. We will update the North End Revitalization chapter and the UT-Tyler Area Plans.
Timeline item 4 - active

Plan Finalization (Winter 2025 - Spring 2026)

We will present the draft plan to City leaders for their approval. This will include public hearings with the Planning and Zoning Commission and the City Council.
