Rockwall County is updating its Thoroughfare Plan to prepare for continued growth and evolving transportation needs. This long-range plan will help guide future roadway connections, preserve needed corridors, and support safe and efficient travel across the County. This update builds on the County’s Strategic Plan 2050 and the previously adopted 2019 Thoroughfare Plan, incorporating current data, community input, and regional coordination.

A Thoroughfare Plan is a long-term transportation planning document that identifies current and future roadway needs and offers recommendations to improve mobility, increase safety, support economic growth, and manage development.

Rockwall County is experiencing ongoing growth and development. In 2017, when the last County Thoroughfare Plan efforts began, Rockwall County’s population was over 96,700; today, in 2026, it is around 135,500; and by 2050, it is projected to be 245,000. This rapid growth underscores the importance of planning now.

Updating the plan ensures that transportation strategies reflect current conditions and are based on the latest data, leading to relevant project and program recommendations.

Both the survey and the interactive map will open approximately a week before the first Town Hall on March 31, 2026, and will be open through April 30, 2026.

Your input will help identify key perceived issues and needs for the transportation network in Rockwall County. The input received will be used to validate the technical analysis findings and vice versa, which the project team will utilize in developing the first draft of the updated Thoroughfare Plan.
