Project Overview

The City of Liberty Hill is developing its Unified Development Code (UDC) to implement the recommendations of the LHTX 2040 Comprehensive Plan.

The UDC update will also incorporate recommendations from the following City plans:

What is the UDC?

The Unified Development Code, or UDC, is the set of local rules and regulations that govern the development of land in Liberty Hill. It consolidates all of the City’s zoning, subdivision, site development, and signage standards into a single, unified document. The UDC plays a crucial role in shaping the City's growth by ensuring that development aligns with the community’s vision, maintains the character of Liberty Hill, and supports responsible planning for infrastructure and services.

Why is the UDC Being Rewritten?

The City has initiated a comprehensive rewrite of the UDC to ensure that the regulations:

  • Align with the goals of the City’s Comprehensive Plan
  • Reflect current development practices and legal standards
  • Streamline the review process for applicants, residents, and staff
  • Support high-quality, well-planned growth
  • Are easy to read, understand, and administer

This rewrite is a critical step toward creating a more transparent, predictable, and user-friendly development process that balances community values with private investment.

Goals of the UDC Rewrite

The rewrite of the Unified Development Code presents an opportunity for Liberty Hill to update its development regulations, ensuring they are clear, consistent, and reflective of the City’s values and vision for the future. While the existing UDC has been amended over time, this comprehensive rewrite will ensure that the entire code works together to support thoughtful and high-quality growth.

Key Objectives

  • Simplify and clarify the language of the code so it is easier to understand and apply
  • Align development standards with the City’s Comprehensive Plan and other adopted policies
  • Protect the character of Liberty Hill while supporting responsible development
  • Create a more predictable and transparent review process for residents, developers, and staff
  • Address outdated regulations, inconsistencies, and gaps in the current code
  • Ensure the UDC provides flexibility where appropriate and removes unnecessary barriers
