Project Overview

The City of Harlingen is in the process of updating the City Parks, Downtown and Comprehensive Plan. These plans will serve as the City’s road map for the next 10-25 years. The City Commission, Planning & Zoning Commission, Parks & Recreation Department, and City Staff will use the Plans to make important land use, budgeting, and development decisions. A comprehensive plan is a city-wide plan that addresses the long-term (usually 20-25 years) growth of a City. A comprehensive plan includes a look at future growth and land use as the basis, but can also address a series of other topics based on a city's unique needs. In Texas, municipal comprehensive plans are regulated by Sec. 213.002 of the LOCAL GOVERNMENT CODE.

A comprehensive plan:

  • Allows for the coordination and efficient use of City resources.
  • Creates alignment among city leaders and staff, the private sector, and local residents.
  • Encourages growth that promotes community values and the health, safety, and welfare of residents.

Comprehensive plans allow cities to plan ahead for the expected growth and needs of their community. They establish a blueprint for a city to use to make sure the provision of services and quality of life are maintained (or even enhanced!) in the face of growth. This allows the City to be proactive rather than reactive and guide growth in a way that best serves residents and the community as a whole.

No, it is important to know that a comprehensive plan is not regulatory. It is not a legally binding document or a zoning ordinance. It can, however, serve as a basis for the future creation or updating of regulations, ordinances, and zoning.

The comprehensive plan is a reflection of the community's vision and values and is used as a tool for alignment, decision making and accountability. Below are ways the plan is intended to be used.

By City Staff

  • Guiding everyday decisions across all departments, aligning all City staff towards a single vision.
  • Assists in major policy and budget decisions.
  • Utilized in reviews of zoning cases.
  • Planning for future facility and infrastructure needs and proactive maintenance/updates.
  • Provides justification and prioritization for City projects and programs that align with the Plan.
  • Provides the basis for updating city codes and ordinances.

By Planning & Zoning Commission

  • Aid in discussing and reviewing zoning cases and other development decisions.
  • Provides justification for zoning case recommendations.
  • Allows for the balancing of the community needs and values with individual interests.

By City Commission

  • Annual reporting allows commission to track if the City is achieving or falling short of its goals.
  • Allows for alignment of public goals and a more efficient use of City resources.
  • When discussing zoning cases, development decisions, and other major topics related to land use policy.
  • Aids in aligning the City's plans with surrounding jurisdictions.
  • Can act as the basis for the City's annual budgeting and strategic planning efforts

By the Business Community

  • Developers, potential property buyers, businesses, and other interested parties can better understand the future development patterns in the City when making decisions.
  • Property owners and developers can propose developments that better align with the goals of the community, which can lead to easier entitlement and permitting processes for all parties.

By Residents

  • Engages community members and stakeholders in planning for their City’s future.
  • Educates residents on what goes into land use decisions and why certain decisions are made.
  • Aids in shaping the desired outcomes and appearance of the community, enhancing the quality of life for residents.
  • Annual reporting allows community members to keep the City accountable in achieving its goals.

Implementation is an essential element of the comprehensive planning process that allows the City to take the recommendations in the Plan from vision to reality. Ultimately, this is a city-adopted plan and the City is responsible for overall implementation.

Implementation of a comprehensive plan will look different for each City, but usually includes an action plan with timelines, prioritization and recommended responsible parties. Additionally, proposed metrics are included for the City to use to track and measure progress and show accountability to the community.

Although this plan has a 20-25 year horizon, it is recommended that the City review and update their comprehensive plan at least every 5 years.

Parks Plan is a guide that helps plan and improve parks and recreational areas in a community. It sets goals and actions to make sure these spaces are enjoyable and meet the needs of everyone. It’s important because it helps decide how to use resources, prioritize projects, and make parks safe and fun for everyone. It also helps get community input and secure funding for future improvements.

A Downtown Plan is a guide that helps plan and improve the downtown area of a city. It sets goals and actions to make sure this area is vibrant, accessible, and meets the needs of residents, businesses, and visitors. It’s important because it helps decide how to use resources, prioritize projects, and create a lively and attractive downtown. It also helps get community input and secure funding for future improvements.

Project Timeline

  • Timeline item 1 - complete

    Project Initiation

    September 24 - October 2024. Initial project setup, preparations, and kickoff.

  • Timeline item 2 - active

    Community Analysis, Goals & Visioning

    October 24 - December 24. During this phase, we will conduct a preliminary analysis. We will be asking for community input, ideas, feedback and collaboration to determine Plan vision and goals.

  • Timeline item 3 - incomplete

    Comprehensive Plan

    September 24 - Feburary 25. During this phase we will focus on diving into the plan's various topics. We will develop specific strategies and recommendations for each chapter.

  • Timeline item 4 - incomplete

    Parks Plan

    October 2024 - March 2025. The Parks Plan is a guide to plan and improve parks and recreational areas in the community. During this phase, we will develop specific strategies and recommendations for each chapter to ensure these spaces are enjoyable and meet the needs of everyone.

    Downtown Plan

    November 2024 - March 2025. The Downtown Plan is a guide to plan and improve the downtown area of the city. During this phase, we will develop specific strategies and recommendations for each chapter to create a vibrant, accessible, and attractive downtown.

    Implementation

    April 2025 - July 2025. This phase will focus on putting the developed strategies and recommendations into action, ensuring that the plans are effectively implemented.

    Finalizing the Plan

    June 2025 - September 2025. City Commission adoption of the Plan is expected during this period. This phase will involve final reviews, approvals, and any necessary adjustments to the plan.

Meet the Project Team

Meet the Project Team

  • City of Harlingen

    The City of Harlingen, and specifically the Planning and Development Department, will lead the work with the consultant and the community to develop and implement the Plans.

  • Harlingen Parks & Recreation

    Harlingen Parks & Recreation staff will work with the consultants and community to draft and implement the Parks, Recreation, Open Space, and Trails Master Plan portion of the project.

  • Downtown Harlingen

    Downtown Harlingen, a Public Improvement District, will work with the consultants and community to draft and implement the Downtown Plan portion of the project.

  • Plans Steering Committee (PSC)

    The PSC consists of the following individuals who will act as ambassadors for the Plans and ensure that the Plans reflect the community's visions and aspirations.

    Freese and Nichols, Inc. (FNI) is an engineering, urban planning, and architecture firm offering a wide range of services to public sector clients for more than 125 years. FNI is headquartered in Fort Worth, Texas and has an office location in Harlingen.

  • TXP, Inc. (Subconsultant)

    TXP, Inc. will lead the market analysis review of this Plan. For more than 20 years, TXP has worked on hundreds of projects with clients from private business, public sector and non-profit organizations. TXP serves as economists on retainer for numerous public sector agencies across Texas.

  • LOI Engineers (Subconsultant)

    LOI Engineers, will lead the transportation and mobility analysis for this plan. With over 20 years of experience, LOI Engineers have collaborated on numerous projects with clients from the private sector, public agencies, and non-profit organizations.


Get Involved

Public Surveys

The project currently has three surveys that are live for public comment, one each related to the Comprehensive Plan, the Parks Plan and the Downtown Plan. The surveys will be open through Sunday, December 1st, 2024. Please note that the survey will not save progress, so you must complete each survey in one sitting. However, you may take all three surveys at once or come back at different times to complete the different surveys.
